Regional Film Funding

All of the nine provinces of the Federal Republic offer some support for film production. Among the independent regional funding institutions are the ones in the provinces of Vienna, Carinthia, Styria, Tirol, Upper Austria, and Salzburg.

Some provinces accept applications for funding supports directly from international production companies. Pre-requisites are the compliance with funding guidelines and the hiring of local film crews. In some of the provinces (i.e.: Lower Austria, Upper Austria and Vienna) applications are tied to a co-production with an Austrian producer.



Vienna Film Fund

The primary goal of the Vienna Film Fund is to conserve the variety of European culture, on the one hand, and to support and develop Vienna as a film and media location as well as an international movie industry hub, on the other hand. Thus, film industry culture, economy and employment – in a European context – stand in the center of the Vienna Film Fund’s support. Financing is provided by the City of Vienna.

The main criteria for funding are the film project’s cultural, economic and artistic significance. Each production should recognize European, Austrian, and Viennese culture. The City of Vienna is interested in film projects with an economic impact on the Vienna film industry, the so-called “Wiener Filmbrancheneffekt”: no less than 100% of the granted funding has to be applied to film-related purposes in Vienna or the “Vienna Region” utilizing the Vienna film infrastructure as well as Vienna film industry professionals and/or to the presentation of Vienna as a location in the film.

The Vienna Film Fund grants financial support to film productions – for release in movie theatres, on television, or via other audio-visual media – in the areas of project development (including script development), production, distribution, and film festival participation.

Funding is available in both “non-repayable subsidies” and “success-related, repayable subsidies” for feature films with theatrical release (minimum 70 minutes in length), movies for children as well as documentaries (minimum 59 minutes in length), and television movies.

Funding decisions on all projects submitted are made by a jury in at least five annual meetings. The jury consists of four independent, active members as well as the general manager of the Vienna Film Fund.

Cine Styria

Cine Styria Funding support by Cine Styria can be provided in the areas of production, distribution and release. A dual funding system is offered to cultural and commercial film projects as well as films by new talents. A total budget of approx. € 1.5 million is available to contribute up to 20% of the total production costs of a project. Funding can be accumulated with support from other national or international sources and will be granted as a success-based loan. Funding is avaible for features, television projects and films, documentaries, television series, etc.

Cine Tirol

Cine Tirol is an initiative of the Regional Government of the Tirol Province and the Tirol Tourist Board with the goal to position the Tirol as the leading international film location in the Alps. Cine Tirol was created in April 1998 as a new initiative within the framework of the Tirol Tourist Board.

The Cine Tirol Film Fund is structured similar to other international funding institutions. Criteria for funding include a desired reference in content to the Tirol province and/or an economic impact on the Tirol, the so-called “Tirol Effekt”, which will be evaluated by the Cine Tirol Board along with the artistic value of each project. Funding is typically granted to feature film, documentary and television productions in form of an interest-free loan, the repayment of which is subject to profits. Funding in the areas of production and script development is generally available to film industry professionals from all countries. Funding decisions by the Cine Tirol Board are made four times a year.

Filmlocation Salzburg

Filmlocation Salzburg was established as part of SalzburgAgentur to strengthen the film industry in Salzburg. This service and consulting center serves as a "first-stop shop" offering bundled assistance and services from a single location, especially for commercial film and television productions with international distribution.

Upper Austrian Film Office
for tourism-effective productions

This office makes funding decisions on a caseby-case basis. Pilots for series and mini-series, which are exclusively shot in Upper Austria and show substantial tourism potential, will be considered. The Upper Austrian Film Office for Tourism-Effective Productions evaluates applications and gives objective funding recommendations to the Government of Upper Austria which will then grant or deny financial support.

Productions most likely to receive funding have broadcast or distribution contracts in place and look for gap financing. The funding amount depends on the total production costs as well as the Upper Austria effect and relevance to the region.

In addition to these independent funding institutions, the cultural and economic departments of the remaining regional governments also provide some funding within the framework of their cultural promotion laws the support of cultural activities. Budgets available for funding support reach up to € 1.5 million.

Funding applications by production companies are generally informal. A biography, a filmography, an exact description of the project (screenplay or treatment), a budget, a cast and crew list and a production schedule are included in the list of necessary documentation.

With few exceptions, the applications can be submitted at any time and are evaluated by a selection committee. General criteria are always a content to the respective province. As it partially concerns subsidies from the departments of culture, the artistic aspect might play a significant role. The time for processing applications varies according to which province is involved. It is generally advisable to submit the application as early as possible.
